AB OBJECTIVE: To assess the role of the '36-Hour AIDS Hotline Project',
which is held in accordance with the World AIDS Day every year by Japan
HIV Center, in the development of community care for people with HIV and
a network of NGOs in Japan. METHODS: Process of the project's
development and its subsequent actions in each community were analyzed
with a socio-psychological approach. RESULTS: The project was started in
1990 by 17 counsellors in Tokyo and Osaka and received 181 calls on 2
telephone lines. In 1993, it grew to 30 telephone lines and to 383
counsellors in 13 cities and received 2775 calls. As a result, community
care groups in 9 cities, regular hotlines in 7 cities and new activities
for counselling/support in 3 cities have been organized since the
initiation of the program in 1990. DISCUSSION AND CONCLUSIONS: By
organizing volunteer workers in communities through seminars and
preparations for the Hotline, the project has created much energy to
maintain regular hotline services, counseling and support for people.
This results show the '36-Hour AIDS Hotline Project' is also valid for
establishing a network of NGOs to promote community care for people with
HIV.
